Disaster Recovery 2023-2024

On January 22, 2025, the State of Michigan was awarded $43,570,000 in federal funding to recover from Michigan’s 2024 Severe Storms, Tornadoes, and Flooding (DR-4757-MI). The funds are provided by the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant Disaster Recovery (CDBG-DR) Program.

On February 2, 2026, two funding rounds for the 2023 CDBG-Disaster Recovery Program will open.

 

2023 CDBG-DISASTER RECOVERY FUNDING ROUNDS ARE NOW OPEN

Public Infrastructure & Public Facilities (PIPF)

On behalf of the Michigan Strategic Fund, the Michigan Economic Development Corporation (MEDC) is accepting applications for disaster-related projects under the State of Michigan’s Community Development Block Grant – Disaster Recovery (CDBG-DR) 2023 Disaster Public Infrastructure and Public Facilities program. The U.S. Congress made supplemental disaster assistance funding available for the 2023 disaster. On January 16, 2025, HUD announced the allocation of $43,570,000 in CDBG-DR funding to Michigan in response to the August 24 through August 26, 2023 event. Total funds allocated for this funding round are $34,856,000.

The Public Infrastructure and Public Facilities program will award funds to eligible projects within the following identified HUD and State MID counties: Eaton, Ingham, Macomb, Monroe and Oakland. This will address unmet recovery and mitigation needs associated with general infrastructure and public facilities. The grant funds will allow recipients to design and construct infrastructure and public facilities that will directly benefit individuals and the larger community.

MEDC will use competitive rounds to award funds to eligible projects being completed by eligible units of general local governments. Per CDBG-Disaster Recovery Program requirements set forth by the Federal Register, no less than 80% of grant funds can be expended in the HUD Most Impacted and Distressed (MID) areas of Oakland County, Macomb County, and Monroe County. A minimum of one eligible, highest scoring project will be recommended for funding in each of the three HUD identified MID counties.

Applications are due on May 4, 2026 at 5:00 p.m.

Planning Program

On behalf of the Michigan Strategic Fund, the Michigan Economic Development Corporation (MEDC) is accepting Applications for hazard mitigation and resilience planning activities under the State of Michigan’s Community Development Block Grant – Disaster Recovery (CDBG-DR) 2023 Disaster Planning Program. The U.S. Congress made supplemental disaster assistance funding available for the 2023 disaster, and HUD announced the allocation of $43,570,000 in CDBG-DR funding to Michigan in response to the August 24 through August 26, 2023, event. Total funds allocated for the 2023 Planning Program are $6,535,500.

The 2023 Planning Program will award funds to eligible planning activities within the identified HUD and State MID counties of Eaton, Ingham, Macomb, Monroe, and Oakland that aim to minimize future risks through intentional comprehensive and land use planning, building requirements, zoning ordinances, studies and strategic plans. The grant funds will allow recipients to create and update plans, codes, and ordinances to directly benefit individuals and the larger community by promoting development that reduces risk to impacts of floods, fires, excessive heat or winter storms, or other future natural disasters.

MEDC will be using a first come, first service process to award funds to eligible plans and activities being completed by eligible units of local governments.

Process

The Michigan Economic Development Corporation (MEDC) must complete several steps to receive CDBG-DR funds. These tasks include conducting Unmet and Mitigation Needs Assessments and developing an Action Plan that identifies how MEDC will use grant funds to address these needs. The MEDC will submit an Action Plan to HUD. Once HUD approves the Action Plan, they will begin the process to award a grant to the Michigan Strategic Fund.

  • Unmet Needs Assessment: MEDC must analyze the impact of the storm and flood events, and the remaining needs not addressed through other funding sources.
  • Mitigation Needs Assessment: MEDC must identify the greatest risks in each county.
  • Action Plan: MEDC develops an Action Plan that includes programs to address the needs identified in the Unmet Needs and Mitigation Needs Assessments.
  • Public Comment: A draft plan will be shared with the public to collect feedback. After a 30-day public comment period, MEDC will respond to all comments, incorporate feedback into the plan, and submit the Action Plan to HUD for review and approval.

Disaster Recovery

CDBG-DR funding can be used for long-term recovery projects such as housing, rebuilding the local economy, and restoring infrastructure. The funds are flexible but must meet the following requirements:

  • At least 80% of the funds must be spent in areas that HUD defines as most impacted and distressed (MID). The remaining 20% of funds may be used in other Presidentially disaster-declared counties.
  • At least 70% of the total CDBG-DR funding must go toward projects that will directly benefit low- and moderate-income persons or that serve a majority (over 51%) of these residents.
  • At least 15% of funds must be used for mitigation projects that strengthen recovery efforts from disasters and reduce or eliminate the long-term risk of loss in future disasters.

How Can Funds Be Used?

  • Planning: Grant funds may be used to create plans that guide housing recovery projects and help state and local agencies develop strategies to mitigate future disasters.
  • Infrastructure: Grant funds can be used to repair damaged infrastructure or for new projects that make communities more resilient to future disasters. Funds can also be used to cover non-federal cost share for state and local portions of infrastructure projects that FEMA funds.
  • Housing Recovery: Some programs can help renters and new and existing homeowners with, for example, new construction, home elevation and rebuilding projects, homelessness prevention, buyouts, counseling, mobile home replacement, and more.
