Best Practice 4: Recruitment, Training and Communication

Best Practice 4 (Recruitment, Training and Communication) evaluates how a community conducts recruitment and orientation for newly appointed or elected officials and board members. It also evaluates the community's approach to training and communication between key boards and staff.

Key Focus for Recovery + Resilience: Remote work procedures, Personal protection equipment (PPE), Meeting protocols.

Document work from home and remote work procedures
  • Some municipal workers are more effective when completing tasks outside of city offices.
  • Determine which work from home policies and process will continue after the pandemic.
Provide appropriate Personal Protection Equipment (PPE) and training for city employees
  • Be sure to enact sound employee wellness policies as well, such as requiring a temperature check prior to beginning each work shift. Invest in a contactless thermometer to administer employee temperature checks.
Document virtual appointment procedures
  • Some city hall transactions and meetings are more effective in an online platform and city residents enjoy the convenience and at-home comfort.  Maintaining both in-person and online procedures will make the city more resilient in future disasters.
  • Assume that most municipal service meetings will be offered online and in-person. Determine which municipal service meetings must occur only in-person
Develop temporary emergency procedures

  • Determine opportunities to scale back services or delivery.
