Infrastructure and Resiliency (IR) Funding Announcement


UPDATE:  Communities will be notified of IR Funding Round results no later than May 29, 2020.


On behalf of the Michigan Strategic Fund, the Michigan Economic Development Corporation (MEDC) is accepting Applications for new projects under the State of Michigan’s Community Development Block Grant (CDBG) Infrastructure and Resiliency (IR) program.

The CDBG IR program is designed to assist Units of General Local Government (UGLGs) in making necessary improvements to their existing public infrastructure systems.  The extension of existing utilities for future growth and/or transportation only projects will not be eligible. Entitlement Communities are not eligible for IR funding.

UGLGs who received a 2016 ICE Grant, 2017 ICE grant or 2018 Frozen Water Grant are not eligible to apply.

Projects must be located in a Community listed on the CDBG Low/Mod Income Community Customers and Project Areas list and the project must benefit the entire community. No new surveys will be accepted during the application process. 

The grant request for traditional infrastructure is between $500,000 and $1,700,000, with up to an additional $300,000 made available to awardees for costs related to Resiliency/Green Infrastructure improvements identified in the IR application. Due to funding limitations, only one submission per community is allowed.

The project will be required to be completed by December 31, 2021. If a project’s timing cannot accommodate this requirement, an application should not be submitted. This will be strictly enforced and extensions will not be allowed.

Certified Grant Administrators (CGAs) will be required. The associated costs are eligible for CDBG funding. Procurement of a CGA will occur after award announcement.

Application deadline is February 14, 2020 at 5:00 pm.  Both an electronic and hard copy application are required to be submitted.
