Open Funding Opportunity: EDA Grant Matching Funds

The Michigan Economic Development Corporation (MEDC), on behalf of the Michigan Strategic Fund, was seeking proposals from eligible Michigan organizations to support required funding match to the U.S. Economic Development Administration’s (EDA) CARES Act Recovery Assistance program.

This program is now closed. The MEDC will use Community Development Block Grant (CDBG) funds for this opportunity. All available matching funds have been allocated.

Background

The U.S. Economic Development Administration (EDA) announced in May 2020 that $225,000,000 is now available to the Chicago Regional Office, which covers Michigan, through its CARES Act Recovery Assistance effort for competitive proposals to the Economic Adjustment Assistance program.

Eligibility

To be considered the following criteria must be met:

  • Proposals to EDA must be submitted by an eligible Michigan organization (view EDA eligibility guidelines), and must focus on identified COVID-19 priorities.
  • Proposals to EDA must meet eligibility guidelines for receiving CDBG funds.
    (Note: CDBG eligibility may be via an official project partner if the lead organization submitting is not eligible for CDBG funds. Also, please note, per the CARES Act, this funding opportunity is open to ALL Michigan Units of General Local Government, both entitlement and non-entitlement jurisdictions.)
  • Project must have identified the other half match of the total project award from one or more entities other than MEDC.

Funding Priorities

The MEDC is allocating CDBG funds to contribute up to half of the required match of the total project award (not to exceed $250,000) for eligible Michigan proposals. Funding objectives for MEDC match include:

  1. Ensuring geographic representation across the state
  2. Projects that will have significant positive economic impact
  3. Projects that are aligned with federal priorities around Opportunity Zones and HubZones
  4. Projects that align with one or more of the following four MEDC Strategic Focus areas:
  • Attract, retain and support businesses
  • Foster high-wage skills growth
  • Develop attractive places
  • Catalyze entrepreneurship

Evaluation Criteria

The MEDC will use the following criteria to evaluate proposals:

Quality of proposal: (Up to 35 points)

  • Project description
  • Defined outcomes
  • Defined budget
  • Impact of project

Alignment with MEDC Strategic Plan Focus Areas* – how well explained; approach proposed: (up to 35 points)

  • Attracts, retains, supports businesses
  • Fosters high-wage skills growth
  • Develop attractive places
  • Catalyze entrepreneurship

Alignment with funding opportunity: (Up to 20 points)

  • Opportunity Zones
  • COVID-19 recovery
  • Hub Zones

Capacity, experience, organizational performance: (Up to 15 points)

  • Track record of success
  • Demonstrated collaborative success

*Note: While strong alignment with at least one of the four Strategic Focus Areas is important, it is not critical to align with all or most to achieve full points.
