Community Development Block Grant-Disaster Recovery
The U.S. Department of Housing and Urban Development (HUD) has allocated over $115.4 million in long-term recovery funds to the state of Michigan to support recovery and mitigation efforts following severe storms and flooding in 2020, 2021, and 2023. Michigan received $59,898,000 in Community Development Block Grant-Disaster Recovery (CDBG-DR) funds for 2020 and $12,033,000 in CDBG-DR funds for 2021. Michigan was also awarded $43,570,000 in federal funding to recover from Michigan’s 2023 Severe Storm and Tornado.

Notice of Public Period and Public Hearings
MEDC will hold a public comment period to give citizens an opportunity to give input on the draft Action Plan for spending $43,570,000 in Community Development Block Grant-Disaster Recovery (CDBG-DR) funds allocated by HUD in response to the severe storms, tornadoes and flooding that occurred in August 2023.
The public is encouraged to read the draft Action Plan and provide feedback at a public hearing or by sending an email to [email protected].
The public comment period will run from August 30, 2025 through September 29, 2025

CDBG-DR funding can be used for long-term recovery projects such as housing, rebuilding the local economy, and restoring infrastructure. The funds are flexible but must meet the following requirements:
For a complete summary of program requirements, refer to the Grant Administration Manual (GAM). The GAM is the State’s guide for UGLGs that have received grants from the MSF. It outlines the Federal rules that govern the use of CDBG awards as well as CDBG-DR and the MEDC’s policies.

The Michigan Economic Development Corporation (MEDC) must complete several steps to receive CDBG-DR funds. These tasks include conducting Unmet and Mitigation Needs Assessments and developing an Action Plan that identifies how MEDC will use grant funds to address these needs. MEDC will submit an Action Plan to HUD. Once HUD approves the Action Plan they will begin the process to award a grant to the Michigan Strategic Fund.
